CREAR CONDICIONES EQUITATIVAS: MEDIDAS DE PROTECCIÓN PARA LOS TRABAJADORES Y EL ACUERDO DE PROMOCIÓN COMERCIAL ENTRE ESTADOS UNIDOS Y COLOMBIA
El gobierno del Presidente Obama va en pos de un ambicioso plan comercial que ayudará a que nuestra economía crezca y apoye más y mejores empleos para los trabajadores estadounidenses. Al mismo tiempo, el Presidente ha dejado en claro que nuestros acuerdos comerciales deben ser consistentes con nuestros valores e intereses fundamentales, lo que incluye proteger eficazmente los derechos de los trabajadores, y permitir que trabajadores y empresas estadounidenses compitan bajo condiciones equitativas. A fin de lograr estos objetivos paralelos, debemos asegurarnos de que nuestros socios comerciales cumplan con estándares laborales básicos y protejan derechos laborales básicos.
El Acuerdo de Promoción Comercial entre Estados Unidos y Colombia (Colombia Trade Promotion Agreement o “el Acuerdo”) incluye estrictas medidas de protección a los derechos de los trabajadores, en base al acuerdo bipartidista entre el poder legislativo y el ejecutivo del 10 de mayo del 2007, de incorporar altos estándares laborales en los acuerdos comerciales de Estados Unidos. Además, el Presidente Obama insistió en que deben abordarse una serie de inquietudes laborales serias e inmediatas antes de que estuviera dispuesto a remitirle el Acuerdo al Congreso. Dichas inquietudes incluyen la violencia contra miembros de sindicatos en Colombia; esfuerzos inadecuados por llevar ante la justicia a los autores de dichos asesinatos, e insuficiente protección de los derechos de los trabajadores en Colombia. Como resultado, los gobiernos de Estados Unidos y Colombia han acordado un Plan de Acción ambicioso e integral que incluye medidas importantes, rápidas y concretas que el gobierno de Colombia ha aceptado tomar a fin de hacerles frente a los problemas laborales pendientes. La implementación exitosa de elementos clave del plan de acción es un prerrequisito para que el Acuerdo entre en vigor. A continuación se incluyen elementos importantes del Plan de Acción. AMPLIACIÓN
